This is, like most similar seat screws, hand installed. The additional hole in the screw allows you to stick a pin or screw driver in and give it just a little extra over a 'finger tight' installation, to help prevent losing it. Comes complete with rubber O-ring to help with a mar-free installation. / Fitment: Most 96-24 H-D with 1/4-20 thread (UNC)
